Vickie C. Mauldin, Executive Director

Vickie Mauldin joined First Command Educational Foundation in March 2005 after working for First Command Financial Planning as NCO Market Integration Manager.  She first served the Foundation as Deputy Director and moved to her current position on January 1, 2006.  Vickie retired from the U.S. Air Force in October 2004 as Command Chief Master Sergeant, Air Force Materiel Command, with headquarters at Wright-Patterson Air Force Base, Ohio, where she advised the AFMC Commander on the welfare, effective utilization, education, and progress of the command's nearly 20,000 enlisted airmen.


Ms. Mauldin entered the Air Force in August 1974 and completed Basic Military Training at Lackland Air Force Base, Texas.  She has served in numerous commands as an avionics technician, instructor, and manager at squadron and group levels.


Ms. Mauldin’s career highlights include instructor award and honor graduate from the 27th Fighter Wing Noncommissioned Officer Leadership Course and distinguished graduate from both the Air Training Command NCO Academy and the Senior NCO Academy.  She was also selected as the 8th Fighter Wing Maintenance Professional of the Year for 1992, Kunsan Air Base, Republic of Korea.  In her two previous assignments, Vickie was the command chief master sergeant for Headquarters Third Air Force and U.S. Air Forces in Europe.


Excelling in her academic studies, Vickie graduated from Montgomery High School, Montgomery, WV, as class valedictorian.  In 1985, she earned an Associate in Applied Science, Avionics Systems Technology with the Community College of the Air Force.  She also completed an Associate in Applied Science, Instructional Technology with them in 1989.  In 1991, she completed her Bachelor of Science Degree, Management/Human Resources, Park College, Missouri, with Summa Cum Laude honors.  She is currently working on her Master of Business Degree with Regis University, Denver, Colorado.

 

Born in Powellton, West Virginia, Ms. Mauldin enjoys traveling, playing golf and visiting with family and friends as schedules permit.

Dr. Chris Wilkie, Deputy Executive Director

Dr. Wilkie joined First Command Educational Foundation in April 2007. Dr. Wilkie brings almost 10 years experience in the nonprofit arena as a Chief Executive Officer, Chief Operations Officer, Program Manager, Independent Consultant, and Program Designer / Evaluator. He began his own management consulting business in 2001 and successfully consults for eight of the twenty Regional Education Service Centers across the state of Texas and numerous nonprofit agencies across North Texas.

 

Dr. Wilkie began his professional career in 1999 and has led numerous projects on the local, regional, and state level across Texas. His areas of concentration include program design and evaluation, budget efficiency, comprehensive quality management, curriculum design, strategic planning, and community planning including, but not limited to, community assessments, gap analysis, and needs assessments.

 

Dr. Wilkie also holds a love for teaching and academia. He has presented at numerous national and state conferences. He has been a guest lecturer at local Universities and Colleges across North Texas and provides numerous continuing education workshops annually for licensed and non-licensed professionals. He is published in academia and strongly believes that “a strong individual foundation in academia leads to strong leaders of tomorrow.”


Excelling in his academic studies, he graduated from the University of North Texas in 2000, completing a Bachelor of Applied Arts and Science degree in 3.5 years. In 2002, he earned a Master of Public Health degree, IASHS, San Francisco, CA, with an emphasis in program design, evaluation, and epidemiology. In late 2003, he completed his Doctoral degree, IASHS, San Francisco, CA, at the age of 24.  In addition to his academic successes, he also has substantial training / experience working with behavioral and learning theories. 


Raised in Fort Worth, he understands the importance and rarity of a firm hand shake, an honest word, and the real meaning of loyalty in today’s business world. As the Deputy Executive Director, Dr. Wilkie is dedicated to the continued growth and sustainability of the Foundation through community partnerships, collaborative programming, and strong positive relationships with donors / supporters of the Foundation.

k. osiris wade brings years of educational experience to First Command Educational Foundation (FCEF).

And yes, his name is legally lowercased. He was raised in Southern California so you know he has a sense of humor. wade has been a guest lecturer and instructor for several universities, national professional organizations, and Texas-based nonprofit agencies. He volunteers his time to give presentations on public health, mental wellness, family communication and personal development. He has recently worked with FCEF’s Deputy Executive Director, Dr. Chris Wilkie, to provide HIV/AIDS prevention information for youth at the Samaritan House’s Hoops ‘N’ Harmony fundraiser, for which the foundation provided $6,000 in scholarships.


A former teacher, a Licensed Professional Counselor and a Nationally Certified Counselor of Psychotherapy (NCC),  osiris considers himself an “unconventional bridge-maker.” His creativity earned him an appointment in Campeche, Mexico, to teach English as a Second Language through theatre and classical dance, to members of Rotary International and their families. wade is himself a skilled and acclaimed choreographer. He has also served as a Page to former Texas Congressman Jim Wright while the Congressman was Speaker of the House of Representatives.

Christina Judge, Development Director

Christina Judge joined the Educational Foundation in October of 2006 and brings with her over ten years of experience in fund development, program management, public relations, and marketing.  Christina’s early experience began with the United States Army in Hanau, Germany, managing financial education programs for Army Community Services, as well as coordinating the military community’s Army Emergency Relief Campaign.  Upon returning the states, Ms. Judge worked for Consumer Credit Counseling Services in the Annapolis, Maryland area, first as a counselor and then as branch manager.

 

After relocating to Texas, Christina earned her Master of Arts degree in Sociology from Texas Woman’s University in Denton, and worked as a grant writer for a domestic violence agency as a part of her independent study.  During this time she also volunteered extensively in the community and served on several non-profit boards.  After graduating, Ms. Judge worked in various positions in academia ranging from program management to grant and contract administration. 

 

As Development Director for the Foundation, Christina is dedicated to generating contributed funding to meet the fiscal needs of the organization.  The newest development undertaking is the implementation of the Foundation’s planned giving program.  In keeping with her past counseling experience, Christina is also committed to fostering collaborative partnerships with other organizations in order to help the most deserving members of the community attain the skills and knowledge needed for financial independence.

Pam Elliott, Scholarship Coordinator & Office Manager

Fort Worth native Pam Elliott joined the Educational Foundation in March 2004 after more than 30 years in the banking industry.  From being in all areas of loans at the bank, Pam is now Scholarship Coordinator and Office Manager for the Foundation.

 

As Scholarship Coordinator she works with the participating advisors’ offices, the students, their colleges and universities and the partner organizations that work with the Foundation to help identify the winners. She has overseen the distribution of more than $250,000 in scholarships during her two years with the Foundation.

 

In her duties as office manager, Pam is often the first voice of First Command Educational Foundation. Because she enjoys people and resolving problems, she’s an effective traffic manager for all the projects and partnerships under development with the Foundation. Pam also serves as Secretary on the Board of Directors.

Romy Basil , Financial Education Instructor

Romy Basil has been appointed Financial Education Instructor for First Command Educational Foundation (FCEF). Holding a Bachelor of Business Administration in International Business from Stephen F. Austin State University, Romy continued her higher education completing a Master of Business Administration from the Neeley School of Business at Texas Christian University in 2006. At TCU she studied under the new dual degree program with Ecole Supérieure de Commerce Dijon, of Dijon, France, in which she will receive a Master’s in International Management upon completion of her thesis.

 

She has been an advisor recruiter for First Command Financial Services, and prior to that, worked for Infinity Insurance as a Policy Service Specialist. As the Financial Education Instructor for FCEF, Basil will deliver financially-based presentations to community organizations and will work to secure partnerships to increase the foundation’s opportunities for delivering the message of effective money management.

 

She has been involved in numerous volunteer projects from Boys and Girls Club of Nacogdoches to the Miracle League of Tarrant County. She recently has volunteered with The Ladder Alliance, another nonprofit organization. Their mission is to empower women victims of domestic violence and other at-risk women to become self-sufficient and provide for their children.
